In a note addressed to the American team (Team USA). obtained Tuesday by ABC News and ESPN, the director general of the USOPC, Sarah Hirshland, and President Gene Sykes refers to the presidential decree of February, declaring: “As an organization with a federal charter, we have an obligation to comply with federal expectations.”
