Last week, the vice-president of the digital experience and one of the architects of the Fiasco Saaqclic, Caroline Fold-Busque, was raised from her functions.

However, the SAAQ cannot dismiss the manager. It is quite rare, in the public service, that a vice-president is demoted, according to a government source.

For the moment, Ms. Fold-Busque is on vacation, but on her return, she will find her level 1 framework status in the Quebec public service.

“The mandates that can be entrusted to him are not yet determined. We are to assess the possibilities, ”said Gino Desrosiers. The SAAQ ensures that these mandates will not receive information technologies (TI), or the CASA/SAAQCLIC project.

In addition, the manager will be entitled to the same employment conditions as other level 1 executives in the public service, including salary processing.

According to the Treasury Board website, it will receive a salary between $ 140,000 and $ 190,000. By 2027, this salary will exceed $ 200,000.

Links with Malenfant

For many years, the manager was Karl Malenfant’s right-hand man, ex-vice-president of the SAAQ digital experience and manager of the Saaqclic project. At her retirement, the one who had been general manager of the 2016 to 2023 project resumed the torch.

Their collaboration had started at Hydro-Québec, while the two companions led there a digital transformation also qualified as “fiasco”.

She was appointed in 2024 by the Board of Directors “following a rigorous recruitment and selection process, objective and coordinated by an external firm,” said the media relations coordinator, Gino Desrosiers.
