In less than a month of implementation of the model of government on two levels, the localities of HA Tinh have proven themselves by without problem granting the rights of use of land and certificates of land ownership (red books) to the inhabitants.

This brings not only great joy to the population, but also confirms the remarkable efficiency of the reform of administrative procedures at the levels of municipalities and districts and shows the strong transformation of the basic administrative apparatus.

They showed flexibility and created the most favorable conditions for the family to carry out the procedure. After only a week, I was able to receive the red booklet, and my joy was redoubled. »»

The issuance of soil use rights certificates is considered one of the most difficult tasks for new municipal and neighborhood authorities. It is a complex process that requires close coordination, precision and professionalism. In particular, the obligation to shorten the deadlines for carrying out administrative procedures in the land sector, to fulfill financial obligations and to confirm the obligation to issue red books within around 20 days requires more efforts and work on the part of local authorities.

In the town of Cam Lac, since early July, the locality has received 134 requests for deliverance from first red notebooks. Having a great sense of responsibility, the municipality has verified and issued red notebooks to 20 requests and currently prints 75 certificates to ensure that they meet the required conditions.

“Previously, whenever we had to take land procedures, we often had to wait a long time, sometimes a whole month, and prepare complex documents, which complicated our trips. But now everything is guided with the greatest care, from the submission of documents upon receipt of the results, everything is fast and transparent. The officials of the town are very enthusiastic and support us, answer all our questions, helping us feel more safe and trusting the government, “said Ms. Vo Xuan Phuong (Hung Dao, with enthusiasm of Cam Lac) with enthusiasm.

The inhabitants of Ha Tinh expect the new government apparatus to work more and more easily and effectively.

Creating the most favorable conditions so that people can exercise their rights and obligations related to the land contributes not only to stabilize life, to bring practical values to people, but also promotes sustainable socio-economic development in the locality.

The first results obtained in Ha Tinh clearly demonstrate that when local authorities are empowered and maximize their capacities, work efficiency improves considerably, providing practical advantages to the population.
